Directorate General of Civil Status

The Directorate General of Civil Status is a division of the Royal Oman Police which was formed by Royal Decree No. 66/99. The Civil Status Law was also enshrined under Article 2 of the same Decree. 

In 2001, details of the functions, administrative structure and programme of action of the D.G. of Civil Status were all laid out.  In 2002, an agreement to implement the Civil Status Project was signed with an international company (GemPlus). Under the terms of the contract, the company was commissioned to set up an integrated computer system to register the particulars of citizens and residents in the Sultanate.

For the very beginning, the Directorate General of Civil Status attached a great importance to the appointment of skilled personnel for the project. Towards this end, it recruited a qualified cadre and introduced training programmes consistent with the goals of the project. Moreover, the Directorate of Public Relations was entrusted with task of highlighting the significance of the project in the media. Twelve Civil Status Centers were established throughout the Sultanate's governorates and regions to provide services with absolute confidentiality and accuracy.

Key Milestones:

• The website of the D.G. of Civil Status was launched on the Internet in November 2003.

• The Civil Status register was launched on 3/1/2004 at Al Bustan Palace Hotel.

• The first Civil Status Centre was opened in Muscat and the new identity card was issued for the first time on 4/1/2004. • The smart forms scheme was launched on the website on 12/1/2004 enabling online application of the Directorate General’s services.

• Salalah civil status centre was opened on 25/2/2004.

• Sur civil status centre was opened on 11/2/2004.  

• Sumail civil status centre was opened on 17/2/2004.   

• Ibri civil status centre was opened on 24/2/2004.

• Ibra civil status centre was opened on 2/3/2004.

• Nizwa civil status centre was opened on 8/3/2004.

• The issue of birth and death certificates began on 3/5/2004.

• Issuing of residence cards for public sector employees and their families began on 15/5/2004.

• Issuing of residence cards for private sector employees and their families began on 1/6/2004.

• Khasab civil status centre started issuing identity cards and residence cards on 10/10/2004.

• Hayma civil status centre was opened on 25/12/2004.

• Issuing of residence cards for public sector employees and their family members, whose labour cards had expired, began on 1/1/2005.

• Al Rustaq civil status centre was opened on 02/07/2005.

The General Directorate of Civil Status envisions to be the national source of civil events that enhances comprehensive development of the Sultanate.

Mission:

 
The General Directorate of Civil Status offers high-quality national services. It enters civil events on records for both citizens and residents, and issues personal documents for them. In addition, it secures data for government institutions which contribute to planning procedures and offering good developed services at the least possible cost.

• The main objective of the General Directorate of Civil Status is to serve the population, the units of the administration body, the institutions and the concerned organizations.
• Satisfying the beneficiaries and dealers is another worthy objective that the General Directorate of Civil Status is trying to achieve.

• The General Directorate of Civil Status recruits, trains and treats its staff in accordance with clear specific legislation.

• The General Directorate grants its staff the convenient authority and empowerment to assume their duties and rewards them with encouraging incentives as well as promoting chances for their professional progress.

• The staff of the General Directorate of Civil Status are honest, fair and loyal and all beneficiaries and those who deal with them are treated on the basis of this.

• The General Directorate of Civil Status offers all of its clients, be they the government sector or other institutions, integral data and services in the most efficient and competent manner.

• The General Directorate of Civil Status has worked out specific measures and criteria to determine performance quality and service level including the time transactions take to be accomplished and the efficiency of the service performance.

Ensuring security and confidentiality of the data and information is considered as one of the fundamentals at the General Directorate of Civil Status.
 

The General Directorate of Civil Status assumes the following tasks:

Enter civil events of Omani citizens in the Civil Register:

 
1.  Birth, marriage, divorce and death of Omani nationals.
2.  Birth and death of foreigners residing in Oman.
3. Marriage and divorce of foreigners if one party is an Omani national.
 

Issuance of the following documents:

 
1. Birth certificates
2. Marriage certificates
3. Divorce certificates
4. Death certificates
5. ID card for Omani nationals
6. Resident card for foreigners residing in Oman
 

Verify:

 
1. The authenticity of the particulars stated in the applications for licenses for Omani nationals to get married to foreigners, and certification of such marriages.
2. The authenticity of the particulars of applicants for recognition or restoration of the Omani citizenship, and also particulars of applicants for naturalization.
