Birth Registration

The Civil Status System includes entering on records the civil event of birth of Omanis in the Sultanate and abroad, and also of foreigners residing in the Sultanate. Reporting has to be within two weeks from the date of birth in the Sultanate and within three (3) months to the Omani Mission if the birth takes place abroad and if the period of stay exceeds than three (3) months.

If the period of stay in the country where the birth takes place is less than thirty (30) days, the birth may be reported to the Registrar in the Sultanate within not more than fifteen (15) days from the date of return.

Application Forms

Required Documents for Omanis:

1- Birth notification the health institution where the birth took place, along with a copy of the parents' identity cards with original, or copies of the passports with the original.  To register a first born, parents should bring the marriage certificate.

2- If the birth takes place outside the hospital, parents should bring a birth notice from the Shaikh/Rasheed in the region endorsed by the Wali. It should indicate the birth and personal particulars of the newborn child and his parents along with a copy of the parents' identity cards with the original or copies of the passports with the original.

3.To register children born outside the Sultanate, it is necessary to obtain a letter or a birth certificate from the authority concerned endorsed by Oman's embassy or consulate in that country.

Persentin the required documents make transactions easier and faster.

Documents required to register birth for Non-Omanis:

1- Birth notification from the health care institute where the birth takes place.

2- A copy of the residence card or the parents' passports.

3- A copy of the marriage certificate endorsed by the Ministry of Foreign Affairs.

4- The original identity card or residence card or the passport of the person who is furnishing the particulars.

The applicant's identity will be verified through his identity card or passport and his eligibility to file the particulars will be ascertained. (it must be a person who is authorized to file the particulars).

Informants:

Fees 

1. The father; if  present.

2. One of the adult closest relatives of the new born  present at the delivery.

 

1. RO (2) for new issuance (for first time).

2. RO (1) for Copy of Original.

3. RO (5) for damaged/lost

3. An adult occupant of the same house as the mother of the new born.

4. The doctor or any authorized person who delivered the baby.

5. Directors of institutions like hospitals, maternity centers, prisons, quarantines, or other places where the birth takes place.

6. The sheikh or the chief of the district.

7. The mother.

Responsibility of reporting will not rest on any of the above informants except in the absence of the preceding one. Reporting will not be accepted from any person who is not legally responsible for that.

Issuing of replacements for Damaged or Lost Birth Certificates and Age Estimation Certificates:

- A person with an original damaged birth certificate: he/she will get a new certificate on the basis of the particulars mentioned in the damaged one.  The damaged certificate will subsequently be withdrawn.

- A person who lost his/her birth certificate and still has a copy of it: he/she has to get it endorsed by the Ministry of Health. Then, a new certificate will be issued for him after the endorsed copy gets withdrawn.

- Whoever reports the loss of a birth certificate: he/she should approach the Ministry of Health with proof of his date of birth.  A new certificate will be issued upon authentication of these particulars by the Ministry of Health.

For old births that took place outside the purview of the hospital, a letter must be attached from the Sheikh and endorsed by the Wali:

# If the birth took place within a period of less than a year, the birth gets registered and a birth certificate will be issued based on the documents presented.

# If the age of the newborn child ranges from more than one year to three years, the application will be forwarded to the D.G. of Civil Status.

# If the age of the newborn child exceeds three years, a certification estimating the age must be obtained from the Ministry of Health upon which the data gets stored in the system and no birth certificate will be issued.

- For those with estimated age:

# An age estimation certificate cannot be replaced by an original birth certificate issued by the D.G. of Civil Status

- Those who report the loss of the estimate age certificate?

# He/she should approach the Ministry of Health to get an age estimation certificate "Replacement".
