The Civil Status System includes entering on
records the civil event of birth of Omanis in the Sultanate and
abroad, and also of foreigners residing in the Sultanate.
Reporting has to be within two weeks from the date of birth in
the Sultanate and within three (3) months to the Omani Mission
if the birth takes place abroad and if the period of stay
exceeds than three (3) months.
If the period of stay in the country where the
birth takes place is less than thirty (30) days, the birth may
be reported to the Registrar in the Sultanate within not more
than fifteen (15) days from the date of return.
 
Required Documents for Omanis:

Birth notification from the health
institution where the birth took place, along with a copy of
the parents' identity cards with original, or copies of the
passports with the original. To register first born, parents
should bring a copy of the marriage certificate with
original.

If the birth takes place outside the
hospital, parents should bring a birth notice from the
Shaikh/Rasheed in the region endorsed by the Wali. It should
indicate the birth and personal particulars of the newborn
child and his parents along with a copy of the parents'
identity cards with the original or copies of the passports
with the original.

To register children born outside the
Sultanate, it is necessary to obtain a letter or a birth
certificate from the authority concerned endorsed by Oman's
embassy or consulate in that country.
Documents required to register birth for
Non-Omanis:
-
Birth notification from the health care
institute where the birth takes place.

A copy of the parents’ residence card or
the parents' passports with the original.

A copy of the marriage certificate
endorsed by the Ministry of Foreign Affairs with original.

The original identity card or residence
card or the passport of the person who is furnishing the
particulars.
Informants:
-
The father; if present.
-
One of the adult closest relatives of the new born present at the delivery.
-
An adult occupant of the same house as the mother of the new born.
-
The doctor or any authorized person who delivered the baby.
-
Directors of institutions like hospitals, maternity directorates, prisons, quarantines, or other
places where the birth takes place.

The sheikh or the chief of the district.

The mother.
Responsibility of reporting will not rest on
any of the above informants except in the absence of the
preceding one. Reporting will not be accepted from any person
who is not legally responsible for that.
The applicant's identity will be verified
through his identity card or passport and his eligibility to
file the particulars will be ascertained. (It must be a person
who is authorized to file the particulars).
